It all comes down to waiting for the rain to hit when your Sliggoo has reached level 50. When your Sliggoo reaches level 50, the next thing you need to do is wait for it to start raining. Then, while it’s raining, have Sliggoo engage in another battle, or feed her some rare candy to level her up. If you do this while it is raining, you will become Goodra.

Unfortunately, you can’t control the weather. Even if you enter a Pokémon battle and make your Pokémon use the Rain Dance attack, if you complete the battle while the attack is active, it will not rain.
