Then, while it’s raining, have Sliggoo engage in another battle, or feed her some rare candy to level her up. If you do this while it is raining, you will become Goodra.

Even if you enter a Pokémon battle and make your Pokémon use the Rain Dance attack, if you complete the battle while the attack is active, it will not rain.
